The manner in which the emergency shelter response for cyclone Aila unfolded was impacted by a range of factors that can be classified under two broad headings;

  • The nature of the disaster, and
  • The way humanitarian response is conceptualized in Bangladesh

Within the confines of their limited tenure in Bangladesh, the contribution made by the IFRC Emergency Shelter Coordination Team was considered useful by the shelter partners including UNDP. A range of factors that could have made the contribution more useful are discussed in the report, but these were generally outside the control of the team.
