Is meaningful participation and accountability in AI possible?

How might we create more space for participation by those outside of the tech field in the design, testing, deployment, and assessment of these AI models? Who should participate, when, how and why? Would meaningful participation help improve accountability for these systems? What would greater accountability look like and what might it achieve?
